CABE's three "Critical Tests" for Pathfinder schemes:
1. "1. Nothing should be demolished unless its real value has been established - and that means value as assessed by the community, which has to be at the heart of decision making."
2. "2. Nothing should be demolished unless there is a really clear strategy as to the kind of place you're trying to recreate or change, and that takes time and consideration."
3. "3. Nothing should be demolished unless it is absolutely guaranteed to be replaced by something that is much better than what is currently there."
